If you are unable to close a review due to incomplete items, go to My Reports.
From the dropdown, select Objective Status.
Click the pencil icon next to the status that reads Partially Met.
Tick the box 'Are objectives with this status considered complete'.
Click Save.
You should now be able to close the review that includes objectives with a Partially Met status.
