Navigate to Users and select the settings cog.
From the side menu, click Roles.
Select Add Role.
Enter a title for the role and, if needed, a description.
Choose the permissions this role should have.
Click Save.
Navigate to Users.
Select the user you want to assign the role to.
In the Roles section, select the appropriate role from the drop-down.
Click Save to apply the role.
